Former Devolution Cabinet Secretary Anne Waiguru has placed the NYS scandals at DP Ruto’s doorstep, amid claims his brother was among influential personalities who pursued the deals.

Waiguru has filed her own ‘tell-all’ affidavit and turned the guns on fellow Jubilee heavyweights Adan Duale, Senator Kipchumba Murkomen and Deputy President William Ruto’s Personal Assistant, Farouk Kibet.

Majority Leader Aden Dual replied by denying Waiguru’s claims, saying, “Whether you are a friend to the high and the mighty, whether you are from a certain ethnic community, you can’t use some of us as human shields.”

Waiguru said her woes at the helm of the giant ministry were orchestrated by Jubilee’s URP wing and that the impeachment motion by Nandi Hills MP Alfred Keter was part of the wider plot.

According to Waiguru, Elgeyo Marakwet Senator Kipchumba Murkomen walked into her ministerial office and threatened her with unspecified consequences if she declined to stop a Directorate of Criminal Investigations probe into the NYS scam.

Waiguru said “I refused to budge and pushed the DCI to conclude investigations. Soon thereafter, proceedings for my impeachment by an MP from the URP wing of the Jubilee Coalition commenced and calls for my resignation peaked,”

In a memo annexed to her court papers, Waiguru said Ruto's brother Luke Kimutai Samoei accompanied Murkomen to NYS headquarters to plead for the unfreezing of accounts of chief suspects in the scam.

Waiguru states that her current “persecution” is the result of her refusal to abet the criminal activities of the three whom she says “were in bed” with former NYS Director General Nelson Githinji and her former Planning Permanent Secretary Peter Mangiti.
